Recently, the release of the national standard "New Energy Vehicle Operation Safety Performance Inspection Procedure" has attracted widespread attention in the new energy vehicle industry. The procedure will be officially implemented on March 1, 2025. It will become my country's first safety testing standard specifically for new energy vehicles, and puts forward clear and strict requirements for battery testing of new energy vehicles.
According to the Inspection Regulations, power battery safety (charging) inspection and electrical safety inspection have become mandatory inspection items. This means that in the future annual inspection of new energy vehicles, the focus will be on the safety of the battery during the charging process and the insulation performance, leakage protection, overload protection and other electrical safety indicators of the vehicle electrical system. 2. For models equipped with lithium iron phosphate batteries and ternary lithium batteries, it is clearly stipulated that the maximum charging and discharging temperatures shall not exceed 65°C and 60°C respectively. The setting of this temperature limit is based on the working characteristics of the power battery and the risk of thermal runaway, and is intended to ensure that the battery will not cause safety accidents due to excessive temperature during normal use and charging.
In addition, the optional inspection items in the Inspection Procedure also provide a basis for in-depth inspection of new energy vehicles. For example, the temperature of the drive motor of a new energy vehicle shall not exceed 175°C, and the temperature of the motor controller and DC/DC converter shall not exceed 95°C. The inspection of these indicators will help to more comprehensively evaluate the operational safety performance of new energy vehicles and promptly discover potential safety hazards.
From the perspective of industry impact, the introduction of the "Inspection Procedure" is expected to promote more reasonable pricing of new energy vehicle premiums. Insurance companies can more accurately assess the risks of new energy vehicles based on these detailed inspection items and standards, thereby optimizing the design and pricing strategies of insurance products. Through the inspection data of the three-electric system and other systems, insurance companies can more accurately identify and quantify the risks of new energy vehicles, improve the accuracy and efficiency of claims assessment, and reduce claims disputes caused by information asymmetry.

Testing institutions will need to equip themselves with corresponding testing equipment and technical personnel in accordance with unified standards and specifications to improve the quality and level of testing services.
